No country around the world has formally embraced the Taliban — which calls itself the “Islamic Emirate of Afghanistan” — as a legitimate government, but China and Russia are among a growing number building closer economic and political ties with the group. The United Nations also approved cooperation with the Taliban last week in a resolution that referred to it only as a group of “relevant Afghan political actors.
