Canada will ban testing cosmetics on animals, a move advocates say is long overdue

After years of fierce advocacy, Canada joins more than 40 jurisdictions and major markets to ban or limit the practice by passing “historic” legislation.

After years of fierce advocacy from animal welfare advocates and industry leaders, the Canadian government passed legislation Thursday that will ban cosmetic testing on animals., also make it illegal to sell cosmetic products that rely on new animal testing data to demonstrate their safety. It also bans misleading or deceptive advertisements or labels concerning animal testing.

“Testing cosmetics on animals is both cruel and unnecessary,” said Jean-Yves Duclos, the federal minister of health, in a statement. “Protecting animals now and in the future is something many Canadians have been advocating for and now, we can all be assured that cosmetics in Canada are cruelty-free, and we will continue to take all necessary measures to improve animal welfare.

“Canadian consumers can finally rest assured that the cosmetics they purchase have not come as a result of animal suffering — and that is something we can all feel good about,” Bernard said in a statement. A survey conducted in 2019 by Cruelty Free International suggests an overwhelming majority of Canadians support measures banning cosmetic testing on animals. The survey, which polled 800 adults across the country, found 88 per cent of respondents supported a federal law prohibiting that kind of testing.
