OTTAWA - The Canadian Teamsters union, which is negotiating a contract with the country's two largest rail companies, on Friday said a work stoppage could start on Aug. 22 if a deal is not reached.

The union, Canadian National Railway and Canadian Pacific Kansas City agreed last week to restart stalled contact talks with the aid of a federal mediator.

A Voepass plane with capacity to carry 68 people crashed in Vinhedo, Brazil on Friday; video showed a jet plummeting to the ground.At least nine people were killed and 16 wounded on Friday after clashes erupted between two armed factions in Tajoura, an eastern suburb of the Libyan capital Tripoli, the ambulance and emergency authority said. A resident from Tajoura told Reuters by phone that he heard heavy shooting before Friday prayers, adding it was unsafe to leave his house.
