“There could be political critiques about how much does that help, especially given that the real issue is the gang violence, particularly the carving up of the capital city,” he said. “This is kind of a middling route between doing nothing and wanting to go in and actually say … ‘We’re going to organize some sort of unilateral or multilateral security force.’”Haiti is nothing if not a violent country at the moment.
