Prorogation ends a current session of Parliament and sets a date for a new one with a Speech from the Throne. It is a request granted by the office of the governor-general.

Just as Ms. Simon was welcoming a new slate of cabinet ministers for a swearing in at Rideau Hall on Friday, NDP Leaderreleased a letter to the public saying the NDP will put forward a clear motion of non-confidence when Parliament resumes “no matter who is leading the Liberal party.”Absent any clarity from Mr. Trudeau himself, political observers are speculating that the Prime Minister could ask for a prorogation in order to give the Liberal party time to select a new leader.
University of Waterloo political science professor Emmett Macfarlane, who is in the process of finalizing a research paper that looks back at those events, says that while the current situation has some key differences, there could be similarities.
