And if U.S. President Donald Trump batters Canada with tariffs it would be foolish to reward him with billions of dollars in additional spending on American kit. “It’s kind of inevitable that if Canada increases its defence spending, a good portion of it will go to the U.S.,” said Philippe Lagassé, a professor at Carleton University’s Norman Paterson School of International Affairs whose research focuses on defence policy and procurement.That would mean soliciting bids from non-U.S. companies but also making choices about the relationship with the U.S. as an ally, Prof. Lagassé said.

“What is the compelling argument for the department of defence to buy American any more?” asked veteran Liberal MP John McKay, the chair of the House of Commons defence committee. “Whatever was there is certainly reduced.” The next big high-profile procurement on the agenda is the purchase of a dozen diesel-electric submarines, which won’t be bought from the U.S. because they aren’t made there.
