John Lawford, executive director of consumer group the Public Interest Advocacy Centre, said he doesn’t expect the government to move too quickly on the appeal, unless the issue becomes a “too hot of a potato” politically. Bell was among the big players who read that as an indication of government support. That statement and last week’s CRTC decision were the reasons Bell announced Monday it would add $500 million to its capital investment plan, citing “greater regulatory certainty.”

Matt Stein, chair of the Competitive Network Operators of Canada, which represents smaller providers, said the CRTC decision means that will change. Not only will the decision raise prices for Canadians, but will reduce the number of competitive ISPs in Canada “quite dramatically.” He said it will force many ISPs out of business, especially the smallest ones in the market.
