California Gov. Gavin Newsom has unlocked $1 billion more in state funds for homelessness programs

for their homelessness programs and demanded they set more ambitious goals for moving people off the streets.

“We need to focus more energy and precision on addressing encampments,” Mr. Newsom said at a news conference in Sacramento on Thursday, the first of four stops he plans to make across the state this week to highlight policy proposals. “I get it. You want to see progress in terms of people on the streets.”

Mr. Newsom said the move, the state’s largest deployment of such homes, would provide some of the beds that cities and counties need to move people out of street encampments more quickly. The administration said it hopes to begin installing the homes this fall. Such moves would be voluntary; officials can’t compel those living on the street to move into the homes.

Tiny homes became a popular solution for cities seeking to rapidly shelter homeless populations during the pandemic because of the relative ease and cost effectiveness of using the prefabricated, modular units on surplus land.; Seattle; Oakland, Calif.; and Los Angeles, with mixed results.
