Councillor Courtney Walcott initiated the review, citing the high number of pet surrenders due to capacity issues at shelters and the impact of the housing crisis and economic pressures on pet owners. He also expressed concern about growing feral populations and the potential risks they face, along with the conditions of some kennels and breeders. The council vote was 12-2 in favor of the report, which is expected by the fourth quarter of 2025
