The Senate Law and Justice Committee held Pennsylvania's first ever hearing on adult-use marijuana legalization.

Rep. Amen Brown, D-Philadelphia, and Sen. Mike Regan, R-Cumberland/York counties, talk with reporters following the first ever legislative hearing in Pennsylvania on adult-use marijuana legalization. Brown and Regan are working together on crafting a bill that seeks to achieve that goal. Feb. 7, 2022 Jan Murphy | jmurphy@pennlive.

They further say their bill will decriminalize marijuana and seek to expunge the record of those with non-violent low-level marijuana charges, which Brown said will make life better for residents in his community. “We don’t know what you’re getting,” he said. “So would regulation take care of that? Probably. We probably would offer a more secure and better product so to speak.”

Like others who testified, Goshert said he believes legalizing pot will not eliminate the black market but instead of turning to it for marijuana, he believes most people will seek out a pure, clean product knowing it hasn’t been laced with any other substance. Sunday avoided taking a position on the issue of whether he favored or opposed legalization. But Warren County District Attorney Robert Greene, who also testified before the committee, made his stance clear.
