Page has been a fixation for congressional investigators — and his eccentric manner and eye-catching bucket hat have made his visits to Capitol Hill memorable, even spawning a tribute Twitter account. But it was his 2016 trips to Russia that raised alarms at the FBI, just as it had been receiving intelligence about Russia's efforts to hack and release derogatory information about Democrats and Hillary Clinton.

Republicans have suggested the FBI's decision to spy on him was driven by anti-Trump agents who wanted access to his interactions with the campaign. Democrats, though, said Page's activity — when combined with the information the FBI had been receiving about Russia's election interference effort — easily justified their decision to surveil him. Mueller inherited the investigation from the FBI seven months after the initial warrant was approved.
