This woman runs a successful restaurant where the brightly lit kitchen looks out to the parking area. The guy was literally a few feet from her when he was damaging her vehicle.On another occasion, a female employee was alone when another man threw something at the big window, shattering it. He hurt himself somehow and ran off screaming.“I’ve been here 12 years and it’s getting worse,” says the owner, who doesn’t want herself or her business identified, for good reasons.

The police can’t respond quickly to every property crime, of course. But the effect on victims is profound, both psychologically and economically.The same business owner regularly gives these folks coffee, hot chocolate and baking. “I have lots of food and will never let people go hungry,” she says.
