After twice being amended in the wake of opposition from law enforcement groups, a bill aimed at reducing the number of people who die in California jails passed the state Legislature and is headed to the governor’s office.

But that part of the legislation was stricken from the final bill after police and sheriff’s organizations registered their opposition to it, including San Diego Sheriff Kelly Martinez. Atkins said the requirement that internal sheriffs’ reports on jail deaths become subject to public disclosure will be a helpful tool to families of people who died in custody and historically have been unable to learn details of what happened.

But she changed her position weeks after she was sworn in. Now the department releases brief summaries of the investigatory findings, generally one-page notices that resemble department press releases.“Even with the last-minute amendments to SB 519, I know the total impact of the bill will reshape the jail-reform landscape,” said Yusef Miller of the North County Equity and Justice Coalition, who has held vigils for years alongside family members of people who died in jail.

Attorney Julia Yoo has represented numerous families of people who died or suffered serious injuries in San Diego County jails.
