WASHINGTON — Facing disquiet at home and danger abroad, President Joe Biden will deliver his first State of the Union address at a precipitous moment for the nation, aiming to navigate the country out a pandemic, reboot his stalled domestic agenda and confront Russia’s aggression.

Biden would speak to “the importance of the United States as a leader in the world, standing up for values, standing up for global norms, but also the efforts that he has undertaken to mitigate how it will impact people here,” press secretary Jen Psaki said Monday. Biden will take the speaker’s rostrum as Americans are frustrated with his performance as president. A February AP-NORC poll found that more people disapproved than approved of how Biden is handling his job as president, 55% to 44%. That’s down from a 60% favorable rating last July.

The president was set to highlight investments in everything from broadband access to bridge construction from November’s $1.2 trillion bipartisan infrastructure law, holding it up as an example of government reaching consensus and delivering change for the American people. As part of his pitch to voters, Biden will aim to resurrect components of the legislation, but with a new emphasis on how proposals like extending the child tax credit and bringing down child care costs could bring relief to families as prices rise. He was also set to lay out how his climate change proposals would cut costs for lower- and middle-income families and create new jobs.

While prospects for congressional passage were slim, Biden also was set to appeal for actions around voting rights, gun control and police reform, which have been hamstrung despite his Democratic majority.
