The Democrats are clinging to a tenuous hold on Capitol Hill and struggling to adjudicate differences between their progressive and more conservative wings

Congress nearly has settled on its big spending bill, but by the time it came together much of the big talk, many of the big ideas and many of the big plans had disappeared, and – despite their triumphal boasts to the contrary – the legislation became a big disappointment to American progressives and to President Joe Biden himself.

Mr. Biden made no secret of the consequences of the vastly diluted legislation. “The House and Senate majorities and my presidency,” he told lawmakers Thursday before flying to Europe, “will be determined by what happens in the next week.” In that cloakroom were senators Joe Manchin of West Virginia and Kyrsten Sinema of Arizona. The two had immense power in a party that cannot afford to lose the vote of a single lawmaker. Although they emerged as stubborn, even craven, figures in the eyes of some Democrats, they merely were acting rationally given the political profiles of their respective states, where Mr. Trump was not a demonized figure and where Democrats were part of an endangered species.

History and American voters will decide whether the President and the Democrats compromised away their principles or compromised their way into a substantial achievement.
