A Canada Border Services Agency official told MPs the agency 'overused' contractors in the emergency procurement of the ArriveCan application, and while the app provided some value for money, it did not provide the 'best value for taxpayers.' Jonathan Moor, vice-president of Canada Border Services Agency's comptrollership branch testified before the House Government Operations Committee on March 26.
