Gustavo Galvez and his family moved to the Mexican border city last July in order to save money for a downpayment on a home back in San Diego. The 37-year-old, his wife and seven-year-old son see it as a temporary measure. “We want to pay down our debt and increase our savings, so we can come back to the United States and become homeowners,” Mr Galvez told The New York Times.
