Republican challenger Alexandra Mealer plans to challenge Harris County Judge election result

While Tatum acknowledges many polling locations requested more paper, the report states his office could not ascertain whether or how many voters may have been turned away as a result of that shortage, saying it had received conflicting reports from poll workers about paper shortages and poll closures.

"For example, with the argument that voters were turned away, were they actually turned away or did they make the decision to walk away instead of waiting for more ballot paper or going to another site to vote? These are the legal questions that they’d have to answer," Cortina said.The petition asks the court to declare Mealer the winner of the county judge contest or order a new election.

In the weeks since the election, Republican leaders have criticized Tatum for the paper ballot shortages, numerousof state election code and delayed openings that resulted in a court order requiring polls to stay open one hour later on Election Day. The report also stated that many of the election judges"provided confusing answers and some declined to speak after reportedly being advised not to do so by the Harris County Republican Party."

Republican judicial candidate Erin Lunceford filed a petition on Dec. 8, seeking a new election in Harris County's 189th judicial district court race after losing by 2,743 votes out of more than 1 million ballots cast. Lunceford's opponent, Democrat Tamika Craft, won the election by 0.26 percent of the vote.

Mark Jones, a political science professor at Rice University, said the lawsuits are not necessarily being filed to change the election results.
