Here’s a look at how Alberta-B.C. relations became so tense.

Premier-designate Jason Kenney has vowed one of his first acts in office will be to proclaim controversial legislation that allows Alberta to choke off oil exports to British Columbia.

Meanwhile Alberta NDP Leader Rachel Notley, now in opposition, said last week proclaiming the bill is unnecessary and could potentially be damaging. Four of the demands dealt with environmental and First Nations issues, while the fifth included that B.C. receive “a fair share of the fiscal and economic benefits” from any heavy oil project commensurate to the risks it bears.

“The Kinder Morgan pipeline is not in B.C.’s interest. It means a seven-fold increase in tanker traffic,” said the platform. In January 2018, Horgan’s government moved to restrict increases in bitumen shipments from Alberta until more spill response studies were conducted, citing environmental concerns about the project.

Notley said she would do “whatever it takes” to get the pipeline built, hinting that boycotts on B.C. businesses would follow. The dispute is also memorable for the plethora of wine-related journalism puns that spilled across media outlets. Horgan also followed through on his promise to launch a reference case that month, formally asking B.C.’s highest court whether B.C. can regulate the flow of heavy oil.
