“This incident in Circleville should be a lesson, a wakeup call to everyone, that police training in the state of Ohio is not equal,” Gov. Mike DeWine said. “It needs to be equal. No matter where you reside.'

This image taken from police body cam video shows a police dog attacking Jadarrius Rose, 23, of Memphis, Tennessee on Tuesday, July 4, 2023, in Circleville, Ohio. An investigation has been launched into why an Ohio officer allowed his police dog to attack a truck driver who was surrendering with his hands raised, despite State Highway Patrol troopers urging the officer to hold the dog back.

. Body camera footage from responding officers show them attempt to pull Rose over for a missing mudflap. He initially refused to get out of the truck and later defied instructions to get on the ground. He then fled, although he called 911 as he did so and told dispatchers he believed the pursuing officers were trying to kill him, given they had their guns drawn.

“This incident in Circleville should be a lesson, a wakeup call to everyone, that police training in the state of Ohio is not equal,” DeWine said. “It needs to be equal. No matter where you reside, you have a right to have your police officers … to have the best training as possible.” He also said Ohio should “explore” the concept of a permanent funding stream, either via tax or fee, to pay for officers to undergo the training free of charge.
