To me, it felt very much like procedural cat-fishing,” said Battiste, who is a Mi’kmaq from Potlotek First Nation. “Taking an entire Mi’kmaw community out … without consultation is not consistent with reconciliation and is not consistent with the fiduciary duty that we owe to communities, and not consistent with the United Nations Declaration on the Rights of Indigenous People that requires full, prior, and informed consent before any kind of administrative bodies make decisions affecting their rights.” In the commission’s first proposal in April, the Nova Scotia riding of Sydney–Victoria had been left untouched. Currently, it includes the entire county of Victoria, and stretches from Cape Breton Highlands National Park, around much of Bras d’Or Lake—capturing the Eskasoni Mi’kmaw Nation, Wagmatcook First Nation, and other communities—to just past the city of Sydney.
