Opinion: Data that shows which communities are deadliest for black bears will allow the public to identify the areas that need immediate attention.

Yet despite a clear imbalance of shooting bears versus addressing and deterring problematic human behaviour through enforcement, the conservation officer service is only one contributing factor to this problem.

Some local governments and citizens have taken the principles of coexistence to heart and passed wildlife feeding and attractant bylaws, implementing effective garbage management programs, installing wildlife-resistant garbage containers, ensuring there is effective enforcement of bylaws, and other mitigation measures used to successfully coexist with black bears.

The answer to this and the province’s bear killing problem requires an independent audit into how the conservation officer service operates. In 2017, B.C.’s former auditor-general released aninto grizzly bear management. In her report, she noted that the service had not conducted evaluations to determine if the tools and resources it uses to reduce illegal activities such as attracting wildlife are effective and sufficient.
