The prospect of parliamentarians aiding foreign powers has captured near-total focus following an explosive foreign interference report, but the document also highlights larger policy issues that make Canada’s institutions “easy targets” for this activity—and says the government has been slow to act.
However, these processes will still largely remain regulated by political parties, not a third party such Elections Canada or the Commissioner of Canada Elections. The report says the government should 'engage all political parties' in a conversation about this. “The committee was disturbed to learn how easily foreign actors take advantage of loopholes and vulnerabilities in political party governance,” says the report.
