Prime Minister Justin Trudeau’s recent shakeup of the senior public service promotes nine bureaucrats, bolstering impressive resumes of some rising in the ranks to help create a “portfolio of assets” ready for top jobs, according to Michael Wernick, former clerk of the Privy Council. On July 8, Trudeau announced three new deputy ministers—Christiane Fox at Immigration, Gina Wilson at Indigenous Services, and Frances McRae at Women and Gender Equality .
” The debate about how long people should stay in a position is “kind of an unresolvable thing,” added Wernick. “Sometimes the right thing to do is for somebody to move—it’s not always the right thing to keep them longer,” said Wernick. “Sometimes the turnover is a positive, not always a negative, and that’s the clerk’s accountability is to make those calls which goes to the prime minister, who has to sign off on them.
