US, Ukraine sign long-awaited minerals deal to aid post-war recovery
WASHINGTON The United States and Ukraine have signed a strategic economic agreement, granting Washington preferential access to Ukrainian mineral resources in exchange for investment to reconstruct the war-torn country.
The deal, signed in Washington by US Treasury Secretary Scott Bessent and Ukraine’s Deputy Prime Minister Yulia Svyrydenko, creates a joint Reconstruction Investment Fund aimed at boosting Ukraine’s post-war recovery. The fund will finance projects in critical minerals, oil, gas, and infrastructure, with both nations contributing equally and holding shared management rights. Ukraine, which holds some of Europe’s largest untapped reserves of rare earths, lithium, and titanium, has insisted that all resources will remain under national ownership. “Subsoil remains under Ukrainian control,” Svyrydenko stated, rejecting any suggestion the deal involved the sale of Ukrainian assets. The agreement, long pushed by US President Donald Trump, follows months of tense negotiations and was seen as a key condition for continued American security support. Trump has framed the partnership as a means for the US to receive returns on its extensive aid to Kyiv, which has surpassed $70 billion since 2022. While the deal stops short of repaying past military assistance, it is seen in Kyiv as a critical step to securing future support and drawing global investment. It also marks a renewed show of solidarity between Washington and Kyiv, despite earlier diplomatic strains.
