Great Hearts Christos will rely on philanthropy to cover the difference for up to 100 low-income students. Horne, the superintendent, said he wants to shift the demographics. That is one reason his department has spent hundreds of thousands of dollars advertising in English and Spanish. And he believes that giving families an offramp will drive improvements at public schools. “Competition,” he said, “is better for everyone.”
